There are many "divided hearts" between Italy and Kenya that are waiting today for the formalisation of the new Decree of the Presidency of the Council of Ministers (DPCM) that will establish the new rules on the Covid-19 emergency.
Some of them, especially those concerning the purely health sector, have already been included in the previous Decree Law Covid-19, the others will be made public today but already yesterday by the Presidency of the Council and the words of Prime Minister Giuseppe Conte have arrived confirmations.
One of these concerns the reunification of even unofficial couples who belong to two different nationalities and who are separated by their respective lockdown or quarantine issues, health care or travel difficulties. From what leaks out and that will be clarified only today by reading the final and complete text of the Prime Ministerial Decree, surely the couples will be able to meet in Italy, as we read in an excerpt of the decree.
But there are hopes that we can also implement the reverse route, allowing unmarried people to find themselves in the country of the foreign citizen and not the Italian one.
In recent weeks, after publishing the criteria for which you can reach Kenya from Italy (the ban on tourism in non-Schengen countries will be maintained), our portal has received dozens of messages asking if the "family reunification" included boyfriends and Kenyan companions or companions with whom you shared the stay in Kenya.
Until now this was not possible but in the new decree it will most likely be.
For the reunification between cohabitants even if not married, it will be sufficient to submit a statement showing that the domicile where you move is the residence of the Kenyan cohabitant, or something that certifies your affective relationship and mutual interests (a joint bank account, something co-owned).
In this way it will be possible for many fellow countrymen to return to Kenya without the risk of having their departure cancelled due to a lack of reasons that go beyond a simple vacation.
We remind everyone for the umpteenth time that the position of the Portal of Italians in Kenya is the official one reported by Italy and the European Union. We are aware that there are compatriots and European citizens who are able to leave equally, even with only a tourist visa.
This does not entitle us to recommend it, because we have also received reports of those who have lost the cost of the ticket and their vacation for a legitimate check or zeal (read "professional ethics") of the staff at the airport check-in counter.
No change instead from the Kenyan side, on arrival in the African country, it is always sufficient to show the PCR Swab negativity certificate that does not have more than 96 hours. In this case, the 14-day quarantine period should not be observed. It will still have to be observed on return to Italy.
