Official, foreigners can't own a drone in Kenya

Tourists can only rent from kenyan citizens

In an official statement reported in Kenyan media, the Kenyan Civil Aviation Authority (KCAA) confirmed that only Kenyan nationals are eligible to apply for registration of a drone for use in the territory. Foreigners, both residents and tourists, will only be able to rent drones from local owners, but not import or use their own.
This decision for now therefore inhibits tourists from arriving during the vacations with this new tool to create video or photographic content and film their vacations.

Anyone found in possession of a drone that is not properly reported risks not only the seizure of the machine, but also a hefty fine.
Since they are considered unmanned aircraft, the purchase and use of drones are regulated by the government through the Kenya Civil and Aviation Authority (KCAA), but local authorities are also authorized for verification, whether for personal use or professional use.

The following documents are required for registration: ID, police clearance certificate, company registration, drone photo and wiring diagram.

Once your drone is registered, you will need to apply for a flight permit from the KCAA.

The following documents are required to apply for the permit: an ID, a clear photo of the drone's serial number, and safety documentation containing emergency procedures in case of failure.

If you plan to use the drone for commercial purposes, a pilot must obtain a Remote Aircraft Operator's Certificate (ROC) from the Authority.

Pilots are prohibited from flying drones above 400 feet or within 164 feet (50 meters) of any person, vessel or vehicle that is not part of the operation.

Drones are also prohibited in high security areas where photography is prohibited. These areas include the State House and all government offices, police stations, military barracks and diplomatic compounds. Finally, it is highly prohibited to use drones inside national parks.
For all of the above cases, you also risk immediate arrest.
