Officially, the number of Kenyans enlisted by the Russian military to fight in the war against Ukraine has risen to 291, but the number could be much higher, because many have never informed either the government or their families of their destination, and despite the agreements reached last March with Moscow, many, according to the Foreign Ministry, continue to leave using alternative routes and even taking dangerous paths, such as the African migration routes toward the Mediterranean coast.
The alarm was raised before the Senate in Nairobi by Kenya’s Foreign Minister and First Secretary of the Cabinet, Musalia Mudavadi, who admitted that the phenomenon of young Kenyans enlisting in the Russian ranks is far from under control. In fact, according to the government, the actual number of African fighters engaged on the front lines could rise further as confirmations arrive from active war zones.
So far, according to official data, 53 Kenyan citizens have been repatriated, while at least 19 are believed to have died fighting in Ukraine. Another 42 are listed as missing, and two Kenyans are reportedly being held by Ukrainian forces as prisoners of war.

Mudavadi explained that many young people continue to reach Russia through irregular channels and clandestine intermediaries. Some are even said to be transiting through North African countries, following migration routes often used by desperate people trying to reach Europe via the Mediterranean. A tragic detour from those same paths of hope that today, instead of leading to jobs in fields or on construction sites, end directly in the trenches of the Donbas.
Kenyan senators have asked for explanations regarding the actions taken by the government to recover or assist their compatriots stranded on the front lines. But the minister acknowledged all the difficulties of direct intervention in a war zone. “It is a combat zone; drones are constantly flying over the area. One cannot expect the Kenyan ambassador to simply go to the front lines,” Mudavadi stated, describing the situation as “extremely complex and dangerous.”

Last March, the Kenyan foreign minister traveled to Moscow to meet with Russian Foreign Minister Sergey Lavrov. On that occasion, an agreement was reached to halt the recruitment of Kenyan citizens into the Russian army. But, evidently, diplomatic efforts were not enough to completely stem the flow.
The Kenyan government is reportedly now working on new laws to combat irregular migration and dismantle the networks that promise jobs abroad but instead turn unemployed young people into cannon fodder. Nairobi has also initiated contacts with the Russian embassy to secure potential financial compensation for the families of the dead or missing.

Mudavadi also confirmed that the government has granted a sort of amnesty to Kenyans who wish to return home voluntarily, but warned that this option will not remain open indefinitely. “Those who want to return must take advantage of it now,” was the minister’s message.
Meanwhile, in addition to Russia, the Kenyan government also considers other destinations linked to irregular recruitment or labor trafficking to be high-risk: the so-called “Golden Triangle” of Southeast Asia, North African routes, and several Persian Gulf countries. Places where the dream of a salary abroad too often turns into exploitation, disappearances, or war.
