As of last 24 May 2021, pursuant to Article 3 of the Ordinance of 14 May 2021, anyone entering Italy from Kenya, as from all countries in Lists B, C, D and E (to which all African nations belong in this case), for any duration and by any means of transport, prior to their entry into national territory, is required to fill out a Digital Passenger Locator Form (dPLF).
These are forms that collect contact information and address specifications for their stay in the national territory to allow the Italian Health Authority to contact them promptly if they are exposed to a contagious diffusive disease.
In the case of air travel, it is the carrier's responsibility to check that the dPLF has been completed before the passenger boards the aircraft.
Failure to complete it will result in denial of boarding.
For further information, it is recommended to consult the aforementioned Orders, the Ministry of Health website and the airlines concerned. The dPLF must be sent before boarding. However, the field relating to the seat number assigned on the flight can always be modified.
To complete the dPLF it is necessary to
- connect to the website https://app.euplf.eu;
- follow the guided procedure to access the dPLF;
- choose Italy as your destination country;
- register on the site by creating a personal account with user and password (it is necessary to do this only the first time);
- fill in and send the dPLF following the guided procedure.
Once the form has been sent, the passenger will receive at the e-mail address indicated during registration, the dPLF in pdf and QRcode format that he/she will have to show directly from his/her smartphone at boarding. Alternatively, the passenger can print a copy of the dPLF to show at boarding. You only need to complete one dPLF per household. For detailed information on the compulsory completion of Passenger Locator Forms, please refer to the website of the Ministry of Health.
The completion of the digital form replaces the declaration referred to in art. 50, paragraph 1, of the Prime Ministerial Decree of 2 March 2021. In exceptional cases, i.e. only in case of technological impediments, it will be possible to fill in the paper form. Please note that the self-declaration made to the Border Police must always be submitted in paper version.
