Obligation and deadline,but kenyans don't get vaccine

Warnings have not helped either, most recently the launch of a proposal to enforce mandatory vaccination passports to board local planes, trains or public transport on Christmas Eve.
Kenyans do not go to the facilities in charge of vaccinating the population free of charge.
The WHO, when talking about the African continent (the total average number of vaccinated people is 5%) has called into question the lack of vaccines.
In Kenya, however, the doses are there, because with the latest arrivals of Moderna and Astrazeneca, there are more than 10 million vaccines available, but only 7.5 million Kenyans, since last March, have gone for the first and second dose and these are less than half of the total vaccinated.
There are tens of thousands of Kenyans who did not show up to receive the second dose and this worries the Ministry of Health.
In the meantime, controversy has mounted in the tourism, hospitality and catering sectors over the proposal forwarded to parliament to require a vaccine passport for every public service, including hotels and restaurants.
It seems impossible that this obligation can be triggered by next December 21, with only 10.8% of fully vaccinated with a document attesting to it.
While for the local solution then we start talking about the beginning of 2022, it remains clear that from the same December 21 anyone wishing to enter Kenya and from any country will have to show the document that attests to the double vaccination (single in the case of Johnson & Johnson).
As far as transmitted by the Ministry of Health, certificates attesting to the exemption to the Green Pass are not contemplated as recently healed from Covid-19. Although with this type of certificate and a doctor's certificate confirming the impossibility of vaccination in the immediate future, in English of course, combined with the PCR swab that remains mandatory on arrival, you might be able to enter Kenya. We remain in the field of the conditional, because 15 days after the expiry of the edict, everything is still unclear.
